The seemingly unstoppable process of expansion of criminal law is likely to keep going, especially regarding crimes committed abroad. One possible normative constraint on this expansion is to emphasise the relational nature of criminal responsibility. Accordingly, this book puts forward a distinctive proposal for a "citizens" criminal law' that narrows the scope of the state's legitimacy to punish those with weak political ties to it (the poor and foreigners).
