English summary: In the pursuit of a particular form of regulation a variety of instruments are often used simultaneously. Such a combination of instruments often leads to a loss of effect as well as to additional costs, due to insufficient coordination of the various regulations and unreasonable charges due to a cumulative interference with basic rights. Against this background, Sven Jesse examines the requirements of European and constitutional law in the face of the combined use of such instruments. As a reference he uses the energy efficiency law which is characterized by a wide range of instruments. The practical application of this combination of instruments as well as its history are presented according to subject areas, and the different combinations are assessed on the basis of the existing legal standards.
